Hello every body.
i want to create new database in oracle 10g, i follow following steps.

C:\ORACLE_SID=ALI

THEN create passwordfile

orapwd file=orapwdALI.ora password=ali entries=6

then create oracle instance
C:\Oradim -new -sid ALI -STARTMODE AUTO

after that i use
SQLPLUS /NOLOG

THEN i write the command to connect to user ali but
CONNECT SYS/ali as sysdba

it display following message.
Error
ORA-1256: TNS: protocol adapter
.
i also check the oracle services from "services.msc", where oracle instance is "start".

So please help me that what should i do.
