if the folder which contain alert_sid deleted
can i made this file again from the database was setup

i mean that
the alert_sid file was deleted
can i recover this file since the database were setup

This is Operating System (OS) issue & has nothing to do with Oracle.
Solution is OS specific.
Since you ignored Posting Guidelines, we don't know your OS & no advice is possible now.

Oracle does not care the file went missing & will create a new file after directory exists again

my os is windows server 2008 enterprise edition
