What don't you understand in "Please ensure that the directory is writable and has atleast 45 MB of disk space"?

If Oracle says it can't write in it or it does not see space enough I tend to trust it unless you prove it is wrong.

Either you are correct or Oracle is correct.
You disagree with Oracle about reality.
I believe Oracle better reports reality than you do.
Either determine why your current belief is wrong or file a bug report.

It would be helpful if you followed Posting Guidelines - http://www.orafaq.com/forum/t/88153/0/

NO, because you decided to NOT follow Posting Guideline, we don't even know Operating System name or version.

- Is this YOUR PC or an entreprise one?
- Have you quota on My Documents directory?
- Use another directory/disk as temp one.

1. No for what? The first part or the second one?
2. So maybe is the reason oracle can't find the necessary space
3. set TEMP=... in DOS box or right-click on your PC on desktop -> Property -> Advanced -> Environment variables and set it.
