I was recently informed by an Oracle consultant that
PLSQL under 8i has a 'bulk processing' capability, similar to
batch array fetching / processng in Pro*C, where multiple
rows can be fetched in one database call. Has anyone seen
or used this technique, and if so, cold you provide details
and / or code ?

Try using DBMS_SQL package inside PL/SQL Program where
you can use dynamic SQL.
