How to confirm/check my Oracle instance using all of CPU cores?

If you have Enterprise Edition, it will use all CPU's unless you set limit in the initialization parameters.
For other versions, it will be limited to that version.

Remember that the limitation is legal, not technical. The OS will schedule the Oracle processes on all the CPUs/cores/threads that are available.

Oracle has no control over what or how OS schedules processes.
