Which Windows 7 edition do you use? Note that you might have problems if it is Home edition.

One issue could be if the service is not started AUTOMATICALLY. I face this issue myself, if I keep startup type Manually or Automatically(Delayed start), even after I start the oracleserviceORCL service, i have connection issues. So, make sure startup type is set to AUTOMATICALLY. This is an observation in Win7.

I usually keep the service disabled, and enable it as and when required.

The error thrown by Windows seems clear enough. Is the file named in the service's properties still available?
